ie when windows starts

here it is.........

1.Go to Start -->RUN ---> REGEDIT

2.Then go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system

3.then Edit these

"LegalNoticeCaption"="enter your notice caption to show"
"LegalNoticeText"="enter your legal notice text to show"
